Meet the Client, CEO, Major Road Projects Victoria, Allen Garner

Join the Chief Executive Officer of MRPV, Allen Garner, at an interactive breakfast session on the role of MRPV and future government infrastructure.

Allen will address a wide range of topics relating to his and his organisation’s role, including:

  • the organisational set-up of MRPV and its relationship with the old VicRoads offices;
  • the opportunities and challenges that MRPV are encountering in their project delivery;
  • the scale and pipeline of projects; and
  • what MRPV needs from the consulting industry to successfully deliver road projects over the next 10 years.

 

About Allen:

 

Allen is the inaugural CEO of Major Road Projects Victoria (MRPV), which came into existence in July 2018. MRPV is responsible for delivering the States infrastructure investment in major road projects in metropolitan Melbourne and across regional Victoria.

Allen has close to 40 years of experience in the construction sector including 30 years in private enterprise, so brings to government a detailed knowledge and understanding of the construction industry. The defining characteristics of Allen’s career are innovation and collaboration. In each of his past leadership positions Allen has used his creative vision to drive successful outcomes. Whether it be in procurement methods, new approaches to partnerships, or applications of best practice to safety and sustainability, Allen forges new paths encouraging others to come with him on the journey. He has expertise in mobilising large teams and working with diverse stakeholders in complex environments.

These qualities have led Allen to his current role, where he has built a brand-new organisation with a remit of improving road by leading the way in innovative road construction solutions. Allen has a whole-of-project vision, from business case through to delivery, with a strong emphasis on governance. This includes steering a Public Private Partnership (PPP) solution for the Suburban Roads Upgrade (SRU) project including a maintenance element which will protect this investment for many years to come.

As COO of the Level Crossing Removal Project (LXRP) Allen led the development of the Program Alliance approach, challenging industry to collaborate with the State to deliver one of the most complex infrastructure projects seen in the history of the state. Allen embraced new construction methods to create a highly successful project while reducing impacts on the Victorian industry. This included having the courage to pursue the ultimately successful sky rail approach despite strong resistance.
