In August 2018, the Local Jobs First Act was enacted by the Victorian Parliament. The Act enshrined the Victorian Industry Participation Policy (VIPP) the Major Project Skills Guarantee (MPSG) and established the role of the Local Jobs First Commissioner.

As such, Don Matthews was appointed the role of Local Jobs First Commissioner.

The Commissioner’s role is to advocate on behalf of Victorian SME’s, as well as to promote the employment of apprentices, trainees and cadets on government projects. His office also oversees compliance of local content and job commitments entered into as part of the contractual arrangements for project delivery.

Don Matthews, Local Jobs First Commissioner

Don is a highly regarded senior executive from the manufacturing industry. He is currently the Chair of various Boards and has held several senior roles in industry, including Chief Operating Officer at Amcor Australasia, President SCA Hygiene Australasia and most recently Executive Director of the Industry Capability Network Victoria, whose role was to facilitate opportunities for local businesses to work on major projects. Don is a committed to supporting local businesses, workers, apprentices and cadets – ensuring they benefit from Victorian Government Procurement.
